Using CC-BY-NC framework/api

Hi,
Are we allowed to use free software with cc-by-nc license?

    You can use anything you like as long as it doesn't violate license or IP of anyone or an entity.

    Per the rules: "...not violate the intellectual property rights or other rights including but not limited to copyright, trademark, patent, contract, and/or privacy rights, of any other person or entity"
